When he founded QARM Associates over 15 years ago, Jeff's goals were simple. As a
clincian and hospital administrator, he recognized the importance of taking into
account all the pertinent factors when seeking a solution. His
training in Engineering told him that every factor, no matter how
small, does have an impact on the outcome. Simply put, "if
it ain't broke, don't fix it, but if it is broke, fix it right!"
Jeff has worked nationwide in preparing organizations for
accreditation surveys and regulatory reviews. He has also guided hospitals to build successful Patient Safety
programs and is a recognized expert in helping hospitals optimize clnical and operational systems. He has a unique
ability to unite administration and staff to address the myriad issues imposed by the rapid changes in healthcare. He has
served as the organization's senior person in developing
strategies for Business Planning, identifying new markets, and
leading negotiations with Managed Care and other payers.
A seasoned healthcare administrator, Jeff is a Fellow of the
American College of Healthcare Executives where he served as the
national chairman of the Physician Executive Committee. He also finds time to share
his experiences with students as a lecturer in graduate programs
in healthcare administration.
Jeff demands that every
project is managed professionally and efficiently. He makes

Elise Gropper, RN, Ph.D.
Elise is nationally known for successfully bringing hospitals
through JCAHO accreditation. She is equally comfortable talking
to the staff nurses and the Board of Trustees on issues as
diverse as Clinical Practice standards and Staff Development.
Elise understands the problems staff face daily in working with
patients and their families as they try to cope with new
technologies, shortened hospital stays, and the burden associated
with caring for someone who is severely ill.
Some of Elise's greatest strengths are in the areas of Ambulatory
and Home Care. She is an expert at quickly determining the root
causes behind the problem and developing practical solutions that
do work. Her expertise in Mental Health has enabled facilities to
prevent small problems from blossoming into major issues. It's
not unusual for Elise's cell phone to ring late at night with a
nurse supervisor asking for help in patient management. It's her
belief that if the question is that important that her colleague
thought to call, then Elise owes it to her to give her the right
answer.
